It was introduced on January 29, 1997 and referred to the House Municipal and County Government committee. The committee held a public hearing on February 27, 1997. The majority of the committee recommended that the House pass it with changes by a vote of 17–1, and the report was placed on the consent calendar. On March 18, 1997 the House voted to pass it with changes. It crossed to the Senate on March 27, 1997 and was referred to the Senate Public Affairs committee. The committee held a public hearing on April 23, 1997. The committee voted unanimously, 6–0, to recommend that the Senate pass it. On May 28, 1997 the Senate voted to pass it on a voice vote. An enrolled bill amendment () was adopted on June 10, 1997. These correct technical errors found after passage.
