It was introduced on January 29, 1997 and referred to the House Criminal Justice and Public Safety committee. The committee held a public hearing on February 18, 1997. The majority of the committee recommended that the House pass it unanimously, 12–0, and the report was placed on the consent calendar. On March 5, 1997 the House voted to pass it. It crossed to the Senate on March 13, 1997 and was referred to the Senate Transportation committee. The committee held a public hearing on April 15, 1997. The committee recommended that the Senate pass it with changes. On April 30, 1997 the Senate voted to pass it with changes on a voice vote.
