On January 29, 1997 the House adopted “Suspend Rules for intro on legis signed off after 01/17/1997”, on a motion by Rep. Wheeler & Burling. It was introduced on January 29, 1997 and referred to the House Health, Human Services and Elderly Affairs committee. The committee held a public hearing on February 18, 1997. The majority of the committee recommended that the House pass it with changes by a vote of 14–1. On March 12, 1997 the House voted to pass it with changes on a voice vote, then referred it on to the House Finance committee. The committee held a public hearing on March 21, 1997. The majority of the committee recommended that the House pass it with changes unanimously, 20–0, and the report was placed on the consent calendar. On April 2, 1997 the House voted to pass it with changes. It crossed to the Senate on April 10, 1997 and was referred to the Senate Public Institutions, Health and Human Services committee. The committee held a public hearing on May 13, 1997. The committee voted 4–3 to recommend that the Senate pass it. On May 20, 1997 the Senate voted to pass it on a voice vote.
