The Story

On January 29, 1997 the House adopted “Suspend Rules for intro on legis signed off after 01/17/1997”, on a motion by Rep. Wheeler & Burling. It was introduced on January 29, 1997 and referred to the House Commerce committee. The committee held a public hearing on March 3, 1997. The committee held a work session on March 6, 1997. The majority recommended that the House pass it with changes, and the minority recommended that the House pass it with changes, by a vote of 8–7. On March 12, 1997 the House voted to pass it with changes on a division vote 261–76, then referred it on to the House Finance committee. The committee held a public hearing on March 20, 1997. The majority of the committee recommended that the House pass it unanimously, 20–0, and the report was placed on the consent calendar. On April 2, 1997 the House voted to pass it. It crossed to the Senate on April 10, 1997 and was referred to the Senate Public Affairs committee. The committee held a public hearing on May 12, 1997. The committee voted 6–1 to recommend that the Senate pass it with changes. On May 20, 1997 the Senate voted to pass it with changes on a voice vote. On May 28, 1997 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on June 10, 1997 — the final check of the text before it goes to the governor. An enrolled bill amendment () was adopted on June 10, 1997. These correct technical errors found after passage. The governor signed it on June 23, 1997, making it Chapter 338 of the session laws. It took effect on January 1, 1998.
