The Story
It was introduced on January 9, 1997 and referred to the House Criminal Justice and Public Safety committee. The committee held a public hearing on February 27, 1997. The majority of the committee recommended that the House kill it by a vote of 13–4. On March 18, 1997 the House voted to kill it on a voice vote.
