The Story

It was introduced on January 9, 1997 and referred to the House Transportation committee. The committee held a public hearing on February 18, 1997. The committee held a work session on March 3, 1997. The majority of the committee recommended that the House pass it with changes by a vote of 13–1. On March 12, 1997 the House voted to pass it with changes on a voice vote, then referred it on to the House Finance committee. The committee held a work session on March 17, 1997. The majority of the committee recommended that the House pass it by a vote of 15–5. On April 2, 1997 the House voted to pass it on a voice vote. It crossed to the Senate on April 10, 1997 and was referred to the Senate Transportation committee. The committee held a public hearing on May 13, 1997. The majority recommended that the Senate pass it with changes, and the minority recommended that the Senate kill it, by a vote of 3–2. On May 20, 1997 the Senate voted to pass it with changes on a roll call 16–8. On May 28, 1997 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on June 10, 1997 — the final check of the text before it goes to the governor. The governor signed it on June 19, 1997, making it Chapter 257 of the session laws. It took effect on January 1, 1998.
