The Story
It was introduced on January 9, 1997 and referred to the House Education committee. The committee held a public hearing on February 11, 1997. The majority of the committee recommended that the House pass it with changes unanimously, 16–0, and the report was placed on the consent calendar. On March 5, 1997 the House voted to pass it with changes. It crossed to the Senate on March 13, 1997 and was referred to the Senate Education committee. The committee held a public hearing on March 26, 1997. The committee voted unanimously, 7–0, to recommend that the Senate pass it with changes. On April 3, 1997 the Senate voted to pass it with changes on a voice vote. On May 20, 1997 the House voted to reject the other chamber's changes on a voice vote. On May 22, 1997 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on June 3, 1997 to try to settle the differences between the two chambers' versions of the bill. On June 10, 1997 the Senate adopted “Conference Committee Report” on a voice vote. On June 10, 1997 the House adopted “Conference Committee Report”. The bill was enrolled on June 10, 1997 — the final check of the text before it goes to the governor. The governor signed it on June 19, 1997, making it Chapter 255 of the session laws. It took effect on August 18, 1997.
