The Story

It was introduced on January 9, 1997 and referred to the House Executive Departments and Administration committee. The committee held a work session on February 19, 1997. The committee held a public hearing on February 20, 1997. The majority of the committee recommended that the House pass it with changes unanimously, 13–0, and the report was placed on the consent calendar. On March 12, 1997 the House voted to pass it with changes. It crossed to the Senate on March 13, 1997 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on March 31, 1997. The committee voted unanimously, 6–0, to recommend that the Senate pass it with changes. On May 13, 1997 the Senate voted to pass it with changes on a voice vote. On May 28, 1997 the House voted to reject the other chamber's changes on a voice vote. On May 29, 1997 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on June 5, 1997 to try to settle the differences between the two chambers' versions of the bill. On June 10, 1997 the Senate adopted “Conference Committee Report” on a voice vote. On June 10, 1997 the House adopted “Conference Committee Report”. The bill was enrolled on June 10, 1997 — the final check of the text before it goes to the governor. The governor signed it on June 23, 1997, making it Chapter 321 of the session laws. It took effect on January 1, 1998.
