The Story
It was introduced on January 9, 1997 and referred to the House Executive Departments and Administration committee. The committee held a public hearing on February 6, 1997. The committee held work sessions on February 18, 1997, February 24, 1997, February 25, 1997 and March 6, 1997. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it, by a vote of 14–2. On March 18, 1997 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 27, 1997 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on April 24, 1997. The committee voted unanimously, 7–0, to recommend that the Senate pass it with changes. On May 13, 1997 the Senate voted to pass it with changes on a voice vote. On May 28, 1997 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on June 10, 1997 — the final check of the text before it goes to the governor. An enrolled bill amendment () was adopted on June 10, 1997. These correct technical errors found after passage. The governor signed it on June 19, 1997, making it Chapter 251 of the session laws. It took effect on July 1, 1997.
