The Story
It was introduced on January 9, 1997 and referred to the House Judiciary and Family Law committee. The committee held a public hearing on February 20, 1997. The majority of the committee recommended that the House pass it unanimously, 12–0, and the report was placed on the consent calendar. On March 5, 1997 the House voted to pass it. It crossed to the Senate on March 13, 1997 and was referred to the Senate Executive Departments and Administration committee. The committee held public hearings on March 24, 1997 and April 28, 1997. The committee voted unanimously, 5–0, to recommend that the Senate pass it. On May 6, 1997 the Senate voted to pass it on a voice vote. The bill was enrolled on May 22, 1997 — the final check of the text before it goes to the governor. It became law without the governor's signature on June 4, 1997, as Chapter 102. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
