The Story

It was introduced on January 9, 1997 and referred to the House Environment and Agriculture committee. The committee held a public hearing on February 5, 1997. The committee held work sessions on February 20, 1997 and February 27, 1997. The majority of the committee recommended that the House pass it with changes unanimously, 14–0. On March 18, 1997 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 27, 1997 and was referred to the Senate Wildlife and Recreation committee. The committee held a public hearing on April 10, 1997. The committee voted 5–1 to recommend that the Senate send it back to committee. On May 15, 1997 the Senate adopted “Recommit” on a voice vote. The committee voted unanimously, 6–0, to recommend that the Senate pass it with changes. On May 28, 1997 the Senate voted to pass it with changes on a voice vote. On May 28, 1997 the House voted to reject the other chamber's changes on a voice vote. On May 29, 1997 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on June 3, 1997 to try to settle the differences between the two chambers' versions of the bill. On June 10, 1997 the Senate adopted “Conference Committee Report” on a voice vote. On June 10, 1997 the House adopted “Conference Committee Report” on a voice vote. The bill was enrolled on June 17, 1997 — the final check of the text before it goes to the governor. The governor signed it on June 19, 1997, making it Chapter 250 of the session laws. It took effect on August 18, 1997.
