The Story
It was introduced on January 9, 1997 and referred to the House Judiciary and Family Law committee. The committee held a public hearing on January 30, 1997. The majority of the committee recommended that the House pass it with changes unanimously, 14–0, and the report was placed on the consent calendar. On February 26, 1997 the House voted to pass it with changes. It crossed to the Senate on March 6, 1997 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on March 20, 1997. The committee voted 5–2 to recommend that the Senate pass it with changes. On May 13, 1997 the Senate voted to lay it on the table on a voice vote. On May 22, 1997 the Senate voted to pass it with changes on a voice vote. On May 22, 1997 the Senate failed “Reconsider” on a voice vote, on a motion by Sen. Roberge. On May 28, 1997 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on June 10, 1997 — the final check of the text before it goes to the governor. The governor signed it on June 18, 1997, making it Chapter 192 of the session laws. It took effect on August 17, 1997.
