On February 12, 1997 the House voted to pass it with changes. It crossed to the Senate on February 20, 1997 and was referred to the Senate Wildlife and Recreation committee. The committee held a public hearing on March 13, 1997. The committee voted unanimously, 5–0, to recommend that the Senate pass it. On April 24, 1997 the Senate voted to pass it on a voice vote.
