The Story
It was introduced on January 9, 1997 and referred to the House Local and Regulated Revenues committee. The committee held a public hearing on January 21, 1997. The majority recommended that the House pass it, and the minority recommended that the House kill it, by a vote of 12–5. On February 5, 1997 the House voted to pass it on a roll call 198–146. It crossed to the Senate on February 20, 1997 and was referred to the Senate Public Affairs committee. The committee held a public hearing on March 26, 1997. The committee voted unanimously, 7–0, to recommend that the Senate pass it with changes. On May 15, 1997 the Senate voted to pass it with changes on a voice vote. On May 28, 1997 the House voted to reject the other chamber's changes on a voice vote. On May 29, 1997 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on June 3, 1997 to try to settle the differences between the two chambers' versions of the bill. On June 10, 1997 the Senate adopted “Conference Committee Report” on a voice vote. On June 10, 1997 the House adopted “Conference Committee Report” on a voice vote. The bill was enrolled on June 10, 1997 — the final check of the text before it goes to the governor. The governor signed it on June 19, 1997, making it Chapter 241 of the session laws. It took effect on August 18, 1997.
