  • Status: Became law unsigned
  • Term: 1997-1998
  • House committee: Finance
  • Senate committee: Finance
  • Subject: State Government
  • Chapter law: 351

The Story

It was introduced on February 26, 1997 and referred to the House Finance committee. The committee held public hearings on March 13, 1997 and April 2, 1997. The majority of the committee recommended that the House pass it with changes by a vote of 19–1. On April 10, 1997 the House voted to pass it with changes on a voice vote. It crossed to the Senate on April 10, 1997 and was referred to the Senate Finance committee. The committee held a public hearing on May 1, 1997. The committee voted unanimously, 7–0, to recommend that the Senate pass it with changes. On May 28, 1997 the Senate voted to pass it with changes on a roll call 20–3. On May 28, 1997 the House voted to reject the other chamber's changes on a voice vote. On May 29, 1997 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on June 4, 1997 to try to settle the differences between the two chambers' versions of the bill. On June 10, 1997 the Senate adopted “Conference Committee Report” on a roll call 13–10. On June 10, 1997 the House failed “Suspend Rules for conf comm report”, on a motion by Rep. Wheeler & Burling. The bill was enrolled on June 10, 1997 — the final check of the text before it goes to the governor. On June 18, 1997 the House adopted “Conference Committee Report” on a roll call 290–79. The bill was enrolled on June 18, 1997 — the final check of the text before it goes to the governor. It became law without the governor's signature on June 25, 1997, as Chapter 351. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
