The committee held work sessions on January 29, 1997 and February 5, 1997. The majority of the committee recommended that the House pass it with changes unanimously, 17–0. On February 19, 1997 the House voted to pass it with changes on a voice vote, then referred it on to the House Finance committee. The committee held a work session on March 17, 1997. The majority of the committee recommended that the House pass it by a vote of 19–1, and the report was placed on the consent calendar. The bill was taken off the consent calendar on April 2, 1997. The committee held a public hearing on April 28, 1997. The committee recommended, on a tied vote of 4–4, which carries no majority, that the Senate send it back to committee. On May 29, 1997 the House voted to reject the other chamber's changes. On May 29, 1997 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on June 4, 1997 to try to settle the differences between the two chambers' versions of the bill. On June 10, 1997 the Senate adopted “Conference Committee Report” on a roll call 18–6. On June 10, 1997 the House adopted “Conference Committee Report” on a voice vote. It took effect on July 1, 1997.
