The Story
It was introduced on January 8, 1997 and referred to the House Executive Departments and Administration committee. The committee held a public hearing on January 14, 1997. The committee held work sessions on January 29, 1997 and February 4, 1997. The majority of the committee recommended that the House pass it with changes unanimously, 17–0. On February 19, 1997 the House voted to pass it with changes on a voice vote. It crossed to the Senate on February 20, 1997 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on April 10, 1997. The committee voted 5–2 to recommend that the Senate pass it. On May 13, 1997 the Senate voted to pass it on a voice vote. An enrolled bill amendment () was adopted on June 10, 1997. These correct technical errors found after passage. The bill was enrolled on June 10, 1997 — the final check of the text before it goes to the governor. The governor vetoed it on June 19, 1997. The legislature can override a veto with a two-thirds vote in both chambers. On June 25, 1997 the House voted 17–299 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
