It crossed to the Senate on February 20, 1997 and was referred to the Senate Public Affairs committee. The committee held a public hearing on March 26, 1997. The committee voted 4–1 to recommend that the Senate pass it. On April 3, 1997 the Senate voted to pass it on a voice vote.
