The majority of the committee recommended that the House pass it unanimously, 20–0, and the report was placed on the consent calendar. On May 1, 1996 the House voted to pass it. An enrolled bill amendment (6055) was adopted on a voice vote on May 29, 1996. These correct technical errors found after passage.
