The Story

It was introduced on January 3, 1996 and referred to the Senate Insurance committee. The committee held a public hearing on February 7, 1996. The committee voted unanimously, 7–0, to recommend that the Senate pass it. On February 15, 1996 the Senate voted to pass it on a voice vote. It crossed to the House on March 5, 1996 and was referred to the House Executive Departments and Administration committee. The committee held a public hearing on March 14, 1996. The committee held work sessions on March 26, 1996, March 28, 1996, April 3, 1996 and April 4, 1996. The majority of the committee recommended that the House pass it with changes unanimously, 13–0, and the report was placed on the consent calendar. On April 17, 1996 the House voted to pass it with changes, then referred it on to the House Finance committee. The committee held a work session on April 22, 1996. The majority of the committee recommended that the House pass it unanimously, 23–0, and the report was placed on the consent calendar. On May 1, 1996 the House voted to pass it. On May 9, 1996 the Senate voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 16, 1996 — the final check of the text before it goes to the governor. The governor signed it on June 3, 1996, making it Chapter 194 of the session laws. It took effect on June 30, 1996.
