The Story
It was introduced on January 3, 1996 and referred to the Senate Public Affairs committee. The committee held a public hearing on February 1, 1996. The committee voted unanimously, 6–0, to recommend that the Senate pass it with changes. On March 7, 1996 the Senate voted to lay it on the table on a voice vote. On May 16, 1996 the Senate voted to kill it on a voice vote.
