SB 545 (1996)

relative to the powers of city councils.

  • Status: Signed into law
  • Term: 1995-1996
  • House committee: Municipal and County Government
  • Senate committee: Judiciary
  • Subject: Municipalities
  • Chapter law: 268

The Story

It was introduced on January 3, 1996 and referred to the Senate Judiciary committee. The committee held a public hearing on January 24, 1996. The committee voted 5–1 to recommend that the Senate kill it. On March 6, 1996 the Senate voted to lay it on the table on a voice vote. On March 7, 1996 the Senate voted to pass it with changes on a voice vote. It crossed to the House on March 13, 1996 and was referred to the House Municipal and County Government committee. The committee held a public hearing on April 2, 1996. The majority of the committee recommended that the House pass it with changes unanimously, 15–0, and the report was placed on the consent calendar. On April 17, 1996 the House voted to pass it with changes. On May 16, 1996 the Senate voted to reject the other chamber's changes on a voice vote. On May 16, 1996 the House adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on May 21, 1996 to try to settle the differences between the two chambers' versions of the bill. On May 29, 1996 the House adopted “Conference Committee Report” on a voice vote. On May 29, 1996 the Senate adopted “Conference Committee Report” on a voice vote. The bill was enrolled on May 29, 1996 — the final check of the text before it goes to the governor. The governor signed it on June 10, 1996, making it Chapter 268 of the session laws. It took effect on August 9, 1996.
