The Story
It was introduced on January 3, 1996 and referred to the Senate Transportation committee. The committee held a public hearing on January 24, 1996. The committee voted 6–1 to recommend that the Senate pass it with changes. On February 21, 1996 the Senate voted to pass it with changes, then referred it on to the Senate Finance committee. The committee voted unanimously, 7–0, to recommend that the Senate pass it with changes. On March 20, 1996 the Senate voted to pass it with changes on a voice vote. It crossed to the House and was referred to the House Transportation committee. The committee held a public hearing on April 3, 1996. The majority of the committee recommended that the House pass it unanimously, 16–0, and the report was placed on the consent calendar. On April 17, 1996 the House voted to pass it, then referred it on to the House Finance committee. The committee held a work session on April 22, 1996. The majority of the committee recommended that the House kill it by a vote of 20–3. On May 1, 1996 the House voted to kill it on a division vote 208–111.
