It was introduced on January 3, 1996 and referred to the Senate Ways and Means committee. The committee held a public hearing on January 30, 1996. The committee voted unanimously, 6–0, to recommend that the Senate pass it with changes. On March 6, 1996 the Senate voted to pass it with changes on a voice vote. It crossed to the House on March 13, 1996 and was referred to the House Municipal and County Government committee. The committee held a public hearing on March 21, 1996. The majority recommended that the House pass it with changes, and the minority recommended that the House pass it, by a vote of 13–2. On April 17, 1996 the House adopted “Special Order to 04/18/1996”. On April 18, 1996 the House voted to pass it with changes on a voice vote. On April 30, 1996 the Senate voted to reject the other chamber's changes on a voice vote. On May 1, 1996 the House adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on May 7, 1996 and May 16, 1996 to try to settle the differences between the two chambers' versions of the bill. On May 29, 1996 the House adopted “Conference Committee Report” on a voice vote. On May 29, 1996 the Senate adopted “Conference Committee Report” on a voice vote. The bill was enrolled on May 29, 1996 — the final check of the text before it goes to the governor. The governor signed it on June 10, 1996, making it Chapter 264 of the session laws. It took effect on August 9, 1996.
