The Story

It was introduced on January 3, 1996 and referred to the Senate Environment committee. The committee held a public hearing on January 30, 1996. The majority recommended that the Senate pass it on a tied vote, and the minority recommended that the Senate kill it. 3–3, which carries no majority. On February 15, 1996 the Senate voted to kill it on a voice vote.
