On March 9, 1995 the Senate voted to pass it, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it with changes. On April 6, 1995 the Senate voted to pass it with changes on a voice vote. It crossed to the House on April 11, 1995 and was referred to the House Environment and Agriculture committee. The committee held a public hearing on April 20, 1995. The committee held a work session on April 25, 1995. The majority of the committee recommended that the House send it back to committee by a vote of 10–3. On May 2, 1995 the bill was referred to the Environment and Agriculture committee. The committee held work sessions on May 23, 1995, June 7, 1995, June 15, 1995 and June 28, 1995. The majority of the committee recommended that the House pass it with changes by a vote of 14–1. On January 3, 1996 the House voted to pass it with changes on a voice vote, then referred it on to the House Finance committee. The committee held a public hearing on January 15, 1996. The majority of the committee recommended that the House pass it by a vote of 23–1, and the report was placed on the consent calendar. On January 25, 1996 the House voted to pass it. On January 25, 1996 the Senate voted to agree to the other chamber's changes on a voice vote. An enrolled bill amendment (5152) was adopted on a voice vote on March 5, 1996.
