The committee recommended that the Senate pass it with changes. On March 15, 1995 the Senate voted to pass it with changes on a voice vote. It crossed to the House on March 16, 1995 and was referred to the House Municipal and County Government committee. The committee held a public hearing on April 6, 1995. The majority of the committee recommended that the House pass it unanimously, 17–0, and the report was placed on the consent calendar. The bill was taken off the consent calendar on May 2, 1995.
