The Story

It was introduced on January 5, 1995 and referred to the House Executive Departments and Administration committee. The committee held work sessions on February 10, 1995 and February 21, 1995. The majority of the committee recommended that the House send it back to committee unanimously, 11–0. On March 9, 1995 the bill was referred to the Executive Departments and Administration committee. The committee held work sessions on July 19, 1995, August 2, 1995, September 7, 1995, September 12, 1995, September 26, 1995 and October 19, 1995. The majority of the committee recommended that the House pass it with changes unanimously, 15–0. On January 3, 1996 the House voted to pass it with changes on a voice vote, then referred it on to the House Finance committee. The committee held a public hearing on January 11, 1996. The majority of the committee recommended that the House pass it unanimously, 25–0, and the report was placed on the consent calendar. On January 25, 1996 the House voted to pass it. It crossed to the Senate on February 8, 1996 and was referred to the Senate Executive Departments and Administration committee. The Senate withdrew that referral and sent the bill to the Insurance committee instead. The committee held a public hearing on April 1, 1996. The committee voted unanimously, 4–0, to recommend that the Senate pass it with changes. On April 18, 1996 the Senate voted to pass it with changes on a voice vote. On May 1, 1996 the House voted to agree to the other chamber's changes on a voice vote. An enrolled bill amendment (5972) was adopted on a voice vote on May 16, 1996.
