The majority of the committee recommended that the House pass it by a vote of 14–3, and the report was placed on the consent calendar. On January 3, 1996 the House voted to pass it. It crossed to the Senate on January 18, 1996 and was referred to the Senate Transportation committee. The committee held a public hearing on February 21, 1996.
