The Story

It was introduced on January 5, 1995 and referred to the House Municipal and County Government committee. The committee held a public hearing on February 7, 1995. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it, by a vote of 13–4. On March 15, 1995 the House adopted “Special Order to 03/16/1995” on a voice vote. On March 16, 1995 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 21, 1995 and was referred to the Senate Banks committee. The committee held a public hearing on April 11, 1995. The committee recommended that the Senate send it back to committee. On May 11, 1995 the bill was referred to the Banks committee. The committee held a work session on December 7, 1995. The committee voted unanimously, 4–0, to recommend that the Senate pass it with changes. On January 11, 1996 the Senate voted to pass it with changes on a voice vote. On January 25, 1996 the House voted to reject the other chamber's changes on a voice vote. On January 25, 1996 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on April 2, 1996, April 9, 1996, April 29, 1996 and May 1, 1996 to try to settle the differences between the two chambers' versions of the bill. On May 29, 1996 the Senate adopted “Conference Committee Report” on a voice vote. On May 29, 1996 the House adopted “Conference Committee Report” on a voice vote.
