The Story

It was introduced on January 5, 1995 and referred to the House Municipal and County Government committee. The committee held public hearings on February 2, 1995 and February 6, 1995. The majority of the committee recommended that the House send it back to committee by a vote of 11–3. On March 15, 1995 the House adopted “Special Order to 03/16/1995” on a voice vote. On March 16, 1995 the bill was referred to the Municipal and County Government committee. The committee held work sessions on March 29, 1995, May 23, 1995, May 31, 1995, June 21, 1995 and October 6, 1995. The majority of the committee recommended that the House pass it with changes by a vote of 16–2, and the report was placed on the consent calendar. The bill was taken off the consent calendar on January 3, 1996. On January 11, 1996 the House voted to pass it with changes on a voice vote. It crossed to the Senate on January 18, 1996 and was referred to the Senate Ways and Means committee. The committee held a public hearing on March 26, 1996. The majority recommended that the Senate pass it with changes, and the minority recommended that the Senate pass it with changes, by a vote of 4–3. On April 2, 1996 the Senate adopted “Recommit” on a voice vote. The committee voted 4–3 to recommend that the Senate pass it with changes. On April 17, 1996 the Senate voted to pass it with changes on a voice vote. On May 1, 1996 the House voted to reject the other chamber's changes on a voice vote. On May 16, 1996 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on May 21, 1996 to try to settle the differences between the two chambers' versions of the bill. On May 29, 1996 the Senate adopted “Conference Committee Report” on a voice vote. On May 29, 1996 the House adopted “Conference Committee Report”. The bill was enrolled on May 29, 1996 — the final check of the text before it goes to the governor. The governor signed it on June 10, 1996, making it Chapter 208 of the session laws. It took effect on June 10, 1996.
