The Story

The majority of the committee recommended that the House pass it with changes unanimously, 15–0, and the report was placed on the consent calendar. On March 19, 1996 the House voted to pass it with changes. It crossed to the Senate on March 20, 1996 and was referred to the Senate Environment committee. The committee held a public hearing on April 2, 1996. The committee voted 5–1 to recommend that the Senate pass it with changes. On April 4, 1996 the Senate voted to pass it with changes on a voice vote. On April 9, 1996 the Senate adopted “Recommit” on a voice vote. The committee voted 5–1 to recommend that the Senate pass it with changes. On April 17, 1996 the Senate voted to pass it with changes on a voice vote. On May 8, 1996 the House voted to reject the other chamber's changes on a voice vote. On May 16, 1996 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. On May 29, 1996 the Senate adopted “Conference Committee Report” on a voice vote. On May 29, 1996 the House adopted “Conference Committee Report” on a voice vote.
