The committee held a work session on February 12, 1996. The majority of the committee recommended that the House pass it by a vote of 14–2. On March 6, 1996 the House voted to pass it on a voice vote. It crossed to the Senate on March 7, 1996 and was referred to the Senate Insurance committee. The committee held a public hearing on April 12, 1996. The committee voted 4–3 to recommend that the Senate pass it with changes. On April 18, 1996 the Senate voted to pass it with changes on a voice vote. On May 1, 1996 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 8, 1996 — the final check of the text before it goes to the governor — and an enrolled bill amendment (5957) was adopted on a voice vote to correct technical errors found after passage. The bill was enrolled on May 9, 1996 — the final check of the text before it goes to the governor. The governor signed it on May 21, 1996, making it Chapter 134 of the session laws. It took effect on May 21, 1996.
