The Story

It was introduced on January 3, 1996 and referred to the House Public Works and Highways committee. The committee held a public hearing on January 24, 1996. The majority of the committee recommended that the House pass it with changes unanimously, 18–0, and the report was placed on the consent calendar. On February 13, 1996 the House voted to pass it with changes, then referred it on to the House Finance committee. The committee held work sessions on February 22, 1996 and February 23, 1996. The majority of the committee recommended that the House pass it with changes unanimously, 26–0, and the report was placed on the consent calendar. On March 13, 1996 the House voted to pass it with changes. It crossed to the Senate and was referred to the Senate Capital Budget committee. The committee held a public hearing on April 30, 1996. The committee voted unanimously, 7–0, to recommend that the Senate pass it. On May 7, 1996 the Senate voted to pass it on a voice vote. The bill was enrolled on May 16, 1996 — the final check of the text before it goes to the governor. The governor signed it on May 24, 1996, making it Chapter 153 of the session laws. It took effect on July 23, 1996.
