The Story

It was introduced on January 3, 1996 and referred to the House Resources, Recreation and Development committee. The committee held a public hearing on January 10, 1996. The committee held work sessions on January 16, 1996, January 30, 1996 and February 1, 1996. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it, by a vote of 14–3. On February 13, 1996 the House adopted “Special Order to 02/15/1996”. On February 15, 1996 the House voted to pass it with changes on a voice vote, then referred it on to the House Finance committee. The committee held work sessions on February 22, 1996 and February 23, 1996. The majority of the committee recommended that the House kill it unanimously, 19–0, and the report was placed on the consent calendar. On March 13, 1996 the House voted to kill it.
