The Story
It was introduced on January 3, 1996 and referred to the House Transportation committee. The committee held public hearings on January 23, 1996 and January 30, 1996. The majority of the committee recommended that the House pass it with changes unanimously, 11–0, and the report was placed on the consent calendar. On March 5, 1996 the House voted to pass it with changes. It crossed to the Senate on March 7, 1996 and was referred to the Senate Transportation committee. The committee held a public hearing on April 10, 1996. The committee voted unanimously, 4–0, to recommend that the Senate pass it. On April 18, 1996 the Senate voted to pass it on a voice vote. An enrolled bill amendment (5973) was adopted on a voice vote on May 16, 1996. These correct technical errors found after passage.
