The Story

It was introduced on January 3, 1996 and referred to the House Judiciary and Family Law committee. The committee held a public hearing on January 22, 1996. The committee held a work session on February 20, 1996. The majority of the committee recommended that the House pass it with changes by a vote of 9–4. On March 6, 1996 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 7, 1996 and was referred to the Senate Public Institutions, Health and Human Services committee. The committee held a public hearing on April 3, 1996. The committee voted 4–2 to recommend that the Senate pass it with changes. On May 7, 1996 the Senate voted to pass it with changes, then referred it on to the Senate Finance committee. The committee voted unanimously, 6–0, to recommend that the Senate pass it. On May 9, 1996 the Senate voted to pass it on a voice vote. On May 16, 1996 the House voted to reject the other chamber's changes on a voice vote.
