It was introduced on January 3, 1996 and referred to the House Municipal and County Government committee. The committee held a public hearing on February 7, 1996. The majority of the committee recommended that the House pass it with changes unanimously, 17–0, and the report was placed on the consent calendar. On March 5, 1996 the House voted to pass it with changes. It crossed to the Senate on March 7, 1996 and was referred to the Senate Ways and Means committee. The committee held a public hearing on March 26, 1996. The committee voted 4–2 to recommend that the Senate kill it. On March 28, 1996 the Senate voted to lay it on the table on a voice vote. On April 16, 1996 the Senate voted to pass it on a voice vote. The bill was enrolled on May 8, 1996 — the final check of the text before it goes to the governor.
