The bill was taken off the consent calendar on March 5, 1996. On March 7, 1996 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 7, 1996 and was referred to the Senate Judiciary committee. The committee held a public hearing on April 8, 1996. The committee voted unanimously, 6–0, to recommend that the Senate study it after the session ends. On April 18, 1996 the Senate voted to pass it with changes on a voice vote. On May 1, 1996 the House voted to reject the other chamber's changes on a voice vote. On May 9, 1996 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on May 21, 1996 to try to settle the differences between the two chambers' versions of the bill.
