It was introduced on January 3, 1996 and referred to the House Executive Departments and Administration committee. The committee held a public hearing on February 8, 1996. The committee held a work session on February 21, 1996. The majority of the committee recommended that the House pass it with changes unanimously, 13–0, and the report was placed on the consent calendar. On March 5, 1996 the House voted to pass it with changes. It crossed to the Senate on March 7, 1996 and was referred to the Senate Judiciary committee. The committee held a public hearing on April 8, 1996. The committee voted unanimously, 6–0, to recommend that the Senate pass it with changes. On April 11, 1996 the Senate voted to pass it with changes on a voice vote. On April 18, 1996 the House voted to reject the other chamber's changes on a voice vote. On May 16, 1996 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on May 21, 1996 to try to settle the differences between the two chambers' versions of the bill. On May 29, 1996 the Senate adopted “Conference Committee Report” on a voice vote. On May 29, 1996 the House adopted “Conference Committee Report”. The bill was enrolled on May 29, 1996 — the final check of the text before it goes to the governor. The governor signed it on June 10, 1996, making it Chapter 244 of the session laws.
