The Story

It was introduced on January 3, 1996 and referred to the House Corrections and Criminal Justice committee. The committee held a public hearing on January 10, 1996. The committee held work sessions on January 24, 1996, February 6, 1996 and February 13, 1996. The majority of the committee recommended that the House pass it with changes unanimously, 15–0, and the report was placed on the consent calendar. On March 5, 1996 the House voted to pass it with changes. It crossed to the Senate on March 7, 1996 and was referred to the Senate Judiciary committee. The committee held a public hearing on April 8, 1996. The committee voted unanimously, 3–0, to recommend that the Senate pass it. On April 17, 1996 the Senate voted to pass it on a voice vote. An enrolled bill amendment (5929) was adopted on a voice vote on May 9, 1996. These correct technical errors found after passage. The bill was enrolled on May 16, 1996 — the final check of the text before it goes to the governor — and an enrolled bill amendment (5929) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on June 3, 1996, making it Chapter 174 of the session laws. It took effect on August 2, 1996.
