The Story

It was introduced on January 3, 1996 and referred to the House Education committee. The committee held a public hearing on January 30, 1996. The majority of the committee recommended that the House pass it with changes by a vote of 11–5. On February 13, 1996 the House adopted “Special Order to 02/15/1996”. On February 15, 1996 the House voted to pass it with changes on a roll call 188–129, then referred it on to the House Finance committee. The committee held public hearings on February 23, 1996 and March 7, 1996. The majority of the committee recommended that the House study it after the session ends by a vote of 20–1, and the report was placed on the consent calendar. The bill was taken off the consent calendar on March 19, 1996. On March 19, 1996 the House voted to study it after the session ends on a voice vote. The committee held work sessions on September 4, 1996 and September 12, 1996. The committee reported back on its interim study of the bill: “Not Recommended for Future Legislation”, by a vote of 17 to 0.
