The Story
It was introduced on January 3, 1996 and referred to the House Health, Human Services and Elderly Affairs committee. The committee held a public hearing on January 9, 1996. The majority of the committee recommended that the House pass it with changes by a vote of 15–2. On January 31, 1996 the House voted to pass it with changes on a voice vote. It crossed to the Senate on February 8, 1996 and was referred to the Senate Insurance committee. The committee held a public hearing on March 13, 1996. The committee voted 6–1 to recommend that the Senate pass it with changes. On March 28, 1996 the Senate voted to pass it with changes on a voice vote. On April 17, 1996 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 8, 1996 — the final check of the text before it goes to the governor. It became law without the governor's signature on May 16, 1996, as Chapter 123. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
