The Story

It was introduced on January 3, 1996 and referred to the House Science, Technology and Energy committee. The committee held a public hearing on January 10, 1996. The committee held work sessions on January 24, 1996, January 29, 1996, February 1, 1996 and February 7, 1996. The majority of the committee recommended that the House pass it with changes unanimously, 13–0. On February 13, 1996 the House adopted “Special Order to 02/15/1996”. On February 15, 1996 the House voted to pass it with changes on a voice vote, then referred it on to the House Finance committee. The committee held work sessions on February 22, 1996, February 23, 1996 and March 4, 1996. The majority of the committee recommended that the House pass it with changes unanimously, 21–0, and the report was placed on the consent calendar. The bill was taken off the consent calendar on March 19, 1996. On March 19, 1996 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 20, 1996 and was referred to the Senate Public Institutions, Health and Human Services committee. The committee held a public hearing on April 10, 1996. The committee voted unanimously, 7–0, to recommend that the Senate pass it with changes. On April 17, 1996 the Senate voted to pass it with changes, then referred it on to the Senate Finance committee. The committee voted unanimously, 6–0, to recommend that the Senate pass it with changes. On May 7, 1996 the Senate adopted “Recommit” on a voice vote. The committee voted unanimously, 6–0, to recommend that the Senate pass it with changes. On May 9, 1996 the Senate voted to pass it with changes on a voice vote. On May 16, 1996 the House voted to reject the other chamber's changes on a voice vote. On May 16, 1996 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on May 21, 1996 to try to settle the differences between the two chambers' versions of the bill. On May 29, 1996 the Senate adopted “Conference Committee Report” on a voice vote. On May 29, 1996 the House adopted “Conference Committee Report”. The bill was enrolled on May 29, 1996 — the final check of the text before it goes to the governor. The governor signed it on June 10, 1996, making it Chapter 240 of the session laws. It took effect on July 1, 1996.
