The Story
It was introduced on January 3, 1996 and referred to the House Corrections and Criminal Justice committee. The committee held a public hearing on January 16, 1996. The committee held work sessions on January 24, 1996, January 31, 1996, February 6, 1996 and February 8, 1996. The majority of the committee recommended that the House pass it with changes unanimously, 14–0, and the report was placed on the consent calendar. On March 5, 1996 the House voted to pass it with changes. It crossed to the Senate on March 7, 1996 and was referred to the Senate Transportation committee. The committee held a public hearing on March 25, 1996. The committee voted unanimously, 5–0, to recommend that the Senate pass it. On April 18, 1996 the Senate voted to pass it on a voice vote. The bill was enrolled on May 9, 1996 — the final check of the text before it goes to the governor. The governor signed it on May 21, 1996, making it Chapter 132 of the session laws. It took effect on January 1, 1997.
