It was introduced on January 3, 1996 and referred to the House Commerce, Small Business, Consumer Affairs and Economic Development committee. The committee held a public hearing on February 13, 1996. The majority of the committee recommended that the House pass it unanimously, 15–0, and the report was placed on the consent calendar. On March 5, 1996 the House voted to pass it. It crossed to the Senate on March 7, 1996 and was referred to the Senate Banks committee. The committee held a public hearing on March 26, 1996. On April 18, 1996 the Senate adopted “Suspend Rules for comm report”, on a motion by Sen. Fraser. On April 18, 1996 the Senate voted to pass it on a voice vote. The bill was enrolled on May 8, 1996 — the final check of the text before it goes to the governor. The governor signed it on May 15, 1996, making it Chapter 104 of the session laws. It took effect on July 14, 1996.
