The Story
It was introduced on January 3, 1996 and referred to the House Environment and Agriculture committee. The committee held a public hearing on January 17, 1996. The committee held work sessions on January 23, 1996, January 30, 1996, February 2, 1996, February 6, 1996, February 8, 1996 and February 14, 1996. The majority of the committee recommended that the House pass it with changes by a vote of 14–3. On February 21, 1996 the House adopted “Suspend Rules to consider”, on a motion by Rep. A Torr & Trombly. On February 21, 1996 the House voted to pass it with changes on a voice vote. The House referred the bill to the Finance committee. The committee held a work session on March 4, 1996. The majority of the committee recommended that the House pass it with changes by a vote of 20–1. On March 19, 1996 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 20, 1996 and was referred to the Senate Environment committee. The committee held a public hearing on April 16, 1996. The committee voted unanimously, 5–0, to recommend that the Senate pass it with changes. On April 17, 1996 the Senate voted to pass it with changes, then referred it on to the Senate Finance committee. The committee voted unanimously, 7–0, to recommend that the Senate pass it with changes. On May 7, 1996 the Senate voted to pass it with changes on a voice vote. On May 8, 1996 the House voted to reject the other chamber's changes on a voice vote. On May 16, 1996 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on May 21, 1996 to try to settle the differences between the two chambers' versions of the bill. On May 29, 1996 the Senate adopted “Conference Committee Report” on a voice vote. On May 29, 1996 the House adopted “Conference Committee Report” on a voice vote.
