The Story
It was introduced on January 3, 1996 and referred to the House Commerce, Small Business, Consumer Affairs and Economic Development committee. The committee held a public hearing on January 24, 1996. The committee held work sessions on February 5, 1996, February 21, 1996 and February 22, 1996. The majority of the committee recommended that the House pass it with changes by a vote of 14–1, and the report was placed on the consent calendar. On March 5, 1996 the House voted to pass it with changes. It crossed to the Senate on March 7, 1996 and was referred to the Senate Insurance committee. The committee held a public hearing on April 1, 1996. The committee voted 3–2 to recommend that the Senate kill it. On April 11, 1996 the Senate voted to lay it on the table on a voice vote. On April 18, 1996 the Senate voted to kill it on a voice vote.
