The Story

It was introduced on January 3, 1996 and referred to the House Corrections and Criminal Justice committee. The committee held a public hearing on January 16, 1996. The majority of the committee recommended that the House pass it by a vote of 11–4. On February 21, 1996 the House voted to pass it on a voice vote. It crossed to the Senate on February 21, 1996 and was referred to the Senate Transportation committee. The committee held a public hearing on April 3, 1996. The committee voted unanimously, 5–0, to recommend that the Senate pass it with changes. On April 18, 1996 the Senate voted to pass it with changes on a voice vote. On May 1, 1996 the House voted to reject the other chamber's changes on a voice vote. On May 9, 1996 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on May 16, 1996 to try to settle the differences between the two chambers' versions of the bill. On May 29, 1996 the Senate adopted “Conference Committee Report” on a voice vote. On May 29, 1996 the House adopted “Conference Committee Report”. The bill was enrolled on May 29, 1996 — the final check of the text before it goes to the governor. It became law without the governor's signature on June 11, 1996, as Chapter 301. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
