The Story

It was introduced on January 3, 1996 and referred to the House Commerce, Small Business, Consumer Affairs and Economic Development committee. The committee held a public hearing on January 25, 1996. The committee held work sessions on February 5, 1996 and February 12, 1996. The majority of the committee recommended that the House pass it with changes unanimously, 17–0, and the report was placed on the consent calendar. On February 21, 1996 the House voted to pass it with changes. It crossed to the Senate on February 21, 1996 and was referred to the Senate Executive Departments and Administration committee. The Senate withdrew that referral and sent the bill to the Banks committee instead. The committee held a public hearing on March 19, 1996. The committee voted unanimously, 6–0, to recommend that the Senate pass it. The bill was enrolled on March 19, 1996 — the final check of the text before it goes to the governor. On March 20, 1996 the Senate voted to pass it on a voice vote. The bill was enrolled on March 20, 1996 — the final check of the text before it goes to the governor. The governor signed it on April 2, 1996, making it Chapter 10 of the session laws. It took effect on June 1, 1996.
